He served in the Florida House of Representatives from 1993-2000.

He published a 2006, politically-themed book entitled Activity-Based Total Accountability.

He was born in Washington, D.C. to a Russian immigrant mother and a NASA engineer father. He married Katie Ingram.

He and Jeff Miller both served in the U.S. House of Representatives as Florida Republicans.
